CL5: just transitions without competence layer (BOLSTER, TANDEM, AdJUST).

CL2-Transformations: competence frameworks without green transition or narrative apparatus (Skills2Capabilities, SkillsPULSE).

HERITAGE: heritage narratives without competence question (PITCH).

H2020 coal quartet: communities without competence acquisition (ENTRANCES, CINTRAN, TIPPING+, TRACER).

No project combines competence × narrative × energy at the meso-level. Greenpulse fills that slot.

The EU baseline is not a gap — it is a foundation. SkillsPULSE (101132727, to June 2027) supplies the shortage / internal-gap / over-skilling vocabulary through its public deliverables — the nearest concurrent project, cited and demarcated rather than left unmentioned. BRIDGES 5.0(CNAM, inside · €4.6M · CL4) supplies industry-5.0 workforce taxonomies, finishing Dec 2026 just as Greenpulse starts — CNAM’s work package there was supervised from inside the Greenpulse team, so the handover is a working relationship, not a citation. The energy-citizenship cluster (GRETA · EnergyPROSPECTS · EC² · DIALOGUES) supplies the affective and behavioural scaffolding. The H2020 coal quartet (ENTRANCES · CINTRAN · TIPPING+ · TRACER) supplies thirteen regional case studies on identity, decline and post-industrial trajectory. Greenpulse picks up here and goes further: meso-level narrative evidence on why the gap reproduces, with workers and communities as authors not respondents.

Internal anchors — already inside

1 project

A Greenpulse beneficiary is already inside: CNAM is a beneficiary of BRIDGES 5.0. Continuity needs no external agreement and doubles as the coordinator's track record.

BRIDGES 5.0

101069651Active

Bridging Risks to an Inclusive Digital and Green future by Enhancing workforce Skills for industry 5.0

Horizon CL4 · 2023–2026 · TNO (NL) · €4.6M

Greenpulse partner inside · CNAM

CNAM is already a beneficiary (~€367k). Macro/sectoral skill-gap data (2.1M vacancies + 156k collective agreements) feeds Greenpulse's meso-energy layer. BRIDGES closes Dec 2026 — its final results arrive as Greenpulse starts. Zero-overhead clustering, double signal: related action + coordinator track record.

Tier 1 — Named clustering

10 projects

Named related actions: the sister TRANSFO-02 cohort and the Just Transition Cluster, with which Greenpulse commits to joint workshops and briefs, and the nearest concurrent projects, each with a stated non-duplication line.

SkillsPULSE

101132727Active

Skill shortages, gaps & over-skilling — EU-wide measurement, all sectors

Horizon CL2 · 2023 · Fond. Brodolini (IT) · ~€3M · 2024–2027

SkillsPULSE (June 2024 – June 2027) is the nearest concurrent EU project on the same object, so it is addressed explicitly rather than tacitly. Its public deliverables D2.1 and D2.2 (both PU) supply the conceptual vocabulary Greenpulse uses for external shortages, internal skill gaps and over-skilling. They also mark the demarcation: SkillsPULSE measures the extent and distribution of mismatch across the whole labour market, largely from employer and survey evidence; Greenpulse explains why mismatch reproduces where it does, in one sector at the meso level, from primary narrative and archival evidence it collects itself. Its results land as Greenpulse begins. Relation: citation of published results — no data dependency, no shared beneficiary since Pisa left the consortium.

PACT · HIT · MOSAIC

101290596 · 101286352 · 101288555Sister cohort

TRANSFO-02 2025 sister cohort on industrial transitions

Horizon CL2 · TRANSFO-02 · 2025 cohort

The three projects funded in 2025 on past and present industrial transitions, running 2026–2030 alongside Greenpulse with no shared beneficiary. Non-duplication: TRANSFO-02 reconstructs transitions as its object; Greenpulse's historical-archival strand (HACx) reads archives in the service of competence, in one sector, paired with present-day NECx Circles. The commitment: two joint clustering workshops, joint policy briefs, data reuse and cross-advisory contacts, reported at project end. AUTH (Thessaloniki) coordinates PACT, ST4TE and SKILLAB — one contact, three links.

ST4TE

101132559Active

Twin transitions and inequalities — mixed-methods + narrative interviews

Horizon CL2 · 2023 · AUTH / GSSI · 2024–2026 · €3M

Closest methodological neighbour: modelling combined with narrative interviews and a handful of regional case studies on twin-transition inequalities. Greenpulse differs in scale and level — multi-country primary evidence at the meso level of one sector. ST4TE ends as Greenpulse starts.

Narrative Science

694732Closed

Narrative Science — narrative as an instrument of scientific reasoning

Horizon 2020 · ERC Advanced Grant · LSE · closed 2022

Its account of how narrative carries explanation underpins the NECx protocol and the criterion that tells an explanation from a merely coherent account. Greenpulse carries it from how scientists reason to how workers account for their own competence; the programme also fills the narrative-methods seat of the Advisory Board.

Cedefop instruments

Active

Skills-OVATE · Skills Forecast

Cedefop · with Eurofound's EWCS 2024

The topic's Cedefop alignment made concrete: Skills-OVATE, the Skills Forecast and Eurofound's working-conditions survey are triangulation baselines and the weighting frame for the Meso Competence Survey.

How clustering is carried in the work plan

  • Owner and record – clustering is task 10.1 of WP10, led by CNAM with UW and QUIZAS; its outcomes are reported in the final dissemination, exploitation and clustering report (D10.2, M48).
  • Committed activities – two clustering workshops with the TRANSFO-02 cohort and the Just Transition Cluster, joint policy briefs and cross-advisory contacts.
  • Reuse, not rebuild – ESCOX, the ESCO × O*NET crosswalk, and the Cedefop and Eurofound instruments are used as they are; where Greenpulse extends them, the extension goes back.
  • Advisory Board – four named members; the narrative-methods seat is held by Mary S. Morgan of the ERC Narrative Science programme, while measurement expertise (the skill-mismatch vocabulary SkillsPULSE produced) sits inside the consortium, at UW, and is not duplicated on the board.
  • Track record – CNAM is a beneficiary of BRIDGES 5.0 (€4.6M, CL4).
